This book is a report on a proposed new social welfare system for China. The report provides a comprehensive overview of China's current welfare services, and cost of the proposed system. It also assesses the government's capacity for implementing the system. The proposed system aims to provide comprehensive welfare for all, including rural and urban citizens, migrant workers and disadvantaged groups such as rural and urban poor. The system will balance economic and social development whilst maintaining China's high economic growth rate.
