You play as one of his advisors, trying to help him achieve his goals while also managing your own resources and developing your properties. You can do this by moving resources around to purchase cards that will help you achieve your goals, or by building properties that will give you bonuses. The game uses an engine building mechanic, in which you can increase your power by developing your properties. The game is set up in a way that allows you to play multiple rounds, and the winner is the first player to reach 1000 victory points.
