The Vitrail Cerne Outliner is a water-based paint that is brilliant in finish and dries in 1 hour to the touch, but will take 24 hours to dry completely. It is resistant to window cleaners and can be lightly washed without soaking. The paint brushes can be cleaned with soap after drying.
